Patient misidentification is not a rare glitch. It is a recurring failure that shows up as a missing medication list in an emergency room, a duplicate record that splits a patient’s history in two, or a claim denied because two systems could not agree on who the patient was. On August 5, 2026, that problem got a serious push toward a federal fix.
U.S. Sens. Mark Warner (D-VA) and Jim Banks (R-IN) introduced the first Senate companion to the Patient Matching and Transparency in Certified Health IT (MATCH IT) Act—bipartisan legislation that has been building momentum in the House since 2024 through the Patient ID Now Coalition. What the MATCH IT Act would actually do
The bill takes direct aim at a problem healthcare has tolerated for too long: there is no national standard for how a patient’s identity should be captured, verified, or measured.
The MATCH IT Act would:
- Direct the U.S. Department of Health and Human Services (HHS) to develop uniform data standards and definitions for accurate, precise patient matching.
- Establish a minimum data set standard needed to support a patient match rate of 99.9%.
- Require all Certified Electronic Health Record Technology (CEHRT) systems to adopt those standards.
- Create a voluntary Medicare bonus for providers who reach a 90% patient matching rate.
It would also stand up an anonymous, voluntary system to measure match rates across the healthcare ecosystem—the first real attempt at a shared, industry-wide benchmark for a problem every health system already knows it has, but few can quantify.
Why this bill matters, in one story
The strongest argument for the MATCH IT Act came from Terri Ripley, CEO of OrthoVirginia, in the release announcing the bill: a family member undergoing cancer treatment was brought to the emergency room within the same hospital system where they had been treated. The ER staff had no record that the patient had cancer, no active medication list, and no visibility into ongoing treatment. Ripley had to personally supply that information. Without it, she said, she does not believe her family member would be alive today.
That is patient matching failure in its most human form—the same health system, the same patient, and two disconnected views of who that person is.

Chief data officers, chief information officers, and health information management leaders do not need to wait for a bill to become law to act on what it is telling the industry: patient matching accuracy is becoming a measurable, auditable standard, not an assumption.
Organizations that already know their real match rate, and have a plan to close the gap, will be ready no matter how the legislation lands. Organizations that do not know their match rate have a harder question to answer first.
