Breaking Silos: Identity-Driven Interoperability Across Human Services
As states modernize human services systems to meet rising expectations for digital access and federal interoperability mandates, many encounter a persistent barrier: fragmented identity across programs and agencies. Without a reliable way to match and manage identities, even the most advanced systems struggle to securely share data, coordinate services, or deliver a unified experience to residents.
This session presents a real-world case study from the State of Mississippi, where the Division of Medicaid and partner agencies established a single, trusted identity foundation to support statewide interoperability. As part of a broader modernization effort, Mississippi moved away from fragmented, legacy identity approaches and implemented a scalable model that enables secure data exchange across Medicaid, public health, and human services programs.
The session will highlight practical lessons from implementation, including governance considerations, integration strategies, and how to manage identity in real-world conditions where data is often incomplete or inconsistent.
